There will be an open beta at some point, if only because they are just very good for business, a great way to promote your game just before launch (and catch a few bugs and stress test as well of course).
When I read and bought my Foundry pack, it stated one of the items I got was early access before launch, which of course is a pretty standard offering these days for those who invest or pre-order etc. etc.

Are there some websites which are more likely to have Neverwinter Online beta keys?

Really if you think about it the launch of a MMO is open beta for the first 2-3 months as major bugs are patched. Even if it says retail release its very unlikely because you cant account for an infinite amount of build configurations of systems. I dont see this game having an official release till late summer or early fall since they have not even announced a tenative date at all yet. Generally dates are announced several months before hand to generate more interest in game outside the many interested followers they have now.

"1. When will Path of Exile be released?
We haven't announced a specific release date, but we entered public Open Beta on January 23, 2013 and expect a release late this year."
Regardless, I misread the your post and gave an example of a free to play game that did a soft launch. You can disregard my previous post.

The HoN pack gets 5 days head start and the GoN pack get 3 days head start. This is why they say 5 and 3 days.

What they have now is essentially closed BETA. You either have a BETA key or founders access to weekend testing on the scheduled weekends. Open Beta would open the game to people that have neither, with a possible wipe before release. Some games do a wipe and some don't. I have the access but others don't. That's why I asked the question.

Open Beta, Closed Beta, Alpha, Head Start and Launch are all different things.
